The white smoke is likely the unintended result of BNSF's rebuilding program to convert GP50's into so-called "GP25's". The rack setting is adjusted (I've also been told that the governor is actually replaced, but I haven't confirmed that) to reduce the horsepower from 3500 to (apparently) 2500, and from what I've been told, it can make the units starve for fuel, resulting in improper combustion. Thus, the white smoke.
