I know CP Rail aka Canadian Pacific/Soo Line aggresively pursued the grain business. This included leasing cars to supplement their own fleet. Some shortlines will also have their own fleet of cars to fill smaller orders or shortages.

I assume BNSF adopted BN's COTS program? This caused nothing but trouble for smaller elevator companies and shortlines, though it looks like they are letting them co-load now.
