The REAL problem is that accurate ridership numbers are still so low that this system can only be characterized as a colossal waste of time and money.

In Marin and Sonoma counties, it is bus that is the right choice, due to economic center densities and residential land use lay-out.

The SMART Board isn't the real problem -- the real problem is a system that sounded great on the surface but disintegrates as soon as the PR sheen is off of it.

The main beneficiaries are land developers and freight operators, who are both getting a lot of freebies at public expense. In fact, it seems very likely that it was one of those interests that wrote AB2224 (2002, Nation) in the first place, for just those reasons.
