The PCC cars with the rubber inserts are certainly comfortable, and apparently ran for years. More recently in Germany, however, the same thing (or a similar thing) was tried on some tram wheels and the wheels, after a while, fell apart. The explanation was that the metal exterior wheel ring was never exactly circular, it was a bit ovoid, and as the wheel turned the ovoid shape also turned, causing the ring to flex continually. Eventually the wheel broke. This system was also tried in the ICE trains and led to the horrific wreck of 1998.
But how did the PCC beat the odds?
