I'm not sure why the article mentioned Douglas County. Although Central Washington Grain Growers has large operations in Douglas County, the EWGR doesn't serve the county, Coulee City being in Grant County. And contrary to what the article says, Douglas County does have a port district. When the Mansfield line was abandoned 20+ years ago, the port considered buying it, but figured it couldn't make a go of it.
