IIRC, part of this conservancy agreement was to placate the enviro groups so that Tejon could go ahead and develop a whole new city on their property on the LA side of the hill. Was told of this grandiose plan back in 2008 (at a presentation by TRC execs) but possibly because of the economy, nothing has been done to carry it out.
