I am not familiar with TRAC's inhouse politics but I think that Tolmach's idea is worthy of consideration.
If the Tehachapi line envisaged by the CHSRA could be utilized by the Union Pacific I could see it. As a passenger only route I suggest that it will prove to be underutilized and a mediocre investment. The CHSRA's oft-stated worries about seismic at Tejon are undermined by the extensive aerials they plan for the Tehachapis. There is no way they can guarantee elevated structures won't be damaged in a quake.
It seems to me that PB is double-crossing Palmdale(and LA)which stood to get a "free" gold-plated quasi-BART express to LA. Now they will have to wait. ts
