As curious as it may seem the hsr blog site is circulating the possibility that the CHSRA may postpone fullblown hsr in favor of slower speeds and presumably diesel operation in the LA area.
Sounds like a German style HSR implementation. Use conventional rails within cities/metros and whereever possible...use dedicated HSR routes only when feasible.
Germany also has diesel high-speed trainsets (ICE-TD) which have been brought back in service after a several-year hiatus and run services between Germany and Denmark. In my eyes, it makes more sense for a staged implementation - that way a "whole" service can be provided as early as possible (verus just HSR between Bakersfield and Fresno but nothing north or south) and improvements are continual (start with improving existing tracks, then dedicated HSR tracks where it is easiest to build to improve mid-route speeds), continued track work, then electrification.)
