Not sure what you mean by "legally constituted police officer" (I've corrected your typo) and can only speak for jurisdictions with which I am familiar. In California, the correct legal term for persons such as you appear to be describing is "peace officer," an old, old term that no doubt originated in the 1800's but which is still valid today, because in California the Penal Code spells out in great detail what constitutes a peace officer. There are many more categories of that than you might think.
And yes, cops do, at least in the more advanced states, go to school. One of the things they learn there is how to better deal with uninformed citizens who are clueless about a police officer's/peace officer's job.
By the way, quite a few railroad cops have lost their lives at the hands of bad guys while protecting the traveling public and railroad assets.
