Since when was the Union Pacific NOT an arm of government?

After all, it was created by an act of Congress, as were all big oldtime corporations; or by an act of the state in which it is chartered.

Either way, such corporations were created by the govmint from the get go. Even if it was to benefit some private party. So how would they not be just an "arm of the Gov't".

And they all still act like a bunch of spoiled brat children (of govmint) anyway - most of the time.
