It may become public property but not for public access, any more than PRW sections of a light rail line or BART or Caltrain are. It's still a railroad. You don't get public access until a trail is built, and then only on the trail.

PS: in a book that I can't remember the name of right now I saw a b/w shot of a similar washout on the Davenport line in a big storm many years ago. Big rainstorms can easily wash out culverts that are normally fine. In the Davenport case, the ocean may have helped with big waves working on the seaward base of the fill. In this case, it could easily have been a cloudburst like the one that got Capitola combined with perhaps some debris blocking the pipe.
