I believe the solution to this problem is one that can serve not only RR museums, but all long term historical photographic resources and museums. There needs to be established a formulaic protocol, and perhaps an agency for collecting and licensing for photos, sold or donated, that is reasonable in compensation to the owners and/or foundational interests for archival labelling, and resale. This will probably not appeal to fans of lassez faire economics. But to those who favor the idea that historical photos can be donated in a way that will assure proper owner funding, info credits and dating, database archiving, and fair resourcing of such photos for both personal and publishing use, it would represent a movement toward a "national archive" type of approach. Minimalist governmental control, but with guidelines on profit structure pointed toward tax-exempt status 501 C(3) type organizations would be beneficial. To me, a grand repositiory of RR photos, searchable by date, RR, and geographic location would be a place to happily spend hours of time, and feel that a reasonable fee to do so would be appropriate.
