Nevada does not have permanent inspections stations (at least the years I lived there). So trucks are only subject to random inspections at random temporary weigh station locations.
That being said, I have also seen them pull over and inspect trucks. This makes you wonder if as a result of the final cause of the accident we will see:
1. More regulations on the trucking industry.
2. More enforcement oversight of the trucking industry.
3. An effort to make grade crossing separations "standard" for state highways, or require a lower highway speed limit approaching crossings.
4. Don't be surprised if passenger rail car standards are increased. No doubt some focus of the investigation will be on the fire itself in the two cars that burned.
On the Empire Builder, I know the common practice was for the conductor and an AC/baggageman to occupy the employee lounge on the lower level of the dorm car (except for regular walk-throughs and at stations), and another AC would stay in the last passenger car (old flagman's position, and call out slow orders to the head end). I can understand one car burning due to the truck's burst fuel tank, but did the initial fireball/collision get the second car too?
