Of course cabooses and 3rd crew member could eliminate some of the run-through situations. I think the practice of leaving switches lines for diverging movement is inherently unsafe, and also inefficient. Stopping a train simply to restore a switch to normal is a waste of fuel.

Not sure of the specifics of this one, I am speaking more of the situations happening with meets like on the OT, Gateway or Big Horn divisions.
