Are you equating (a) the national security imperative of WW2, and (b) an equally mandatory national highway system (designed to support military transport) that has been funded on a pay-as-you-go basis, with (c) the CAHSR that all but uses smoke, mirrors and a Ouija board to makes its case???

WW2 was a must-do for national survival.
The Interstate highway system was a must-do, to complete replace a quaint 2-lane highway system (try to imagine the absurdity of thousands 80,000 lb semis plying US 40, Route 66 and other pre-interstate highways, on a 24/7 basis.)
HSR is a complete waste of money that we cannot afford.
On 8/5, the S&P downgraded US debt one grade, to AA+, which is expected to raise government borrowing costs by 25 to 50 basis points (0.025 to 0.05%). S&P rates the debt of 126 countries, and fewer than 20 have the coveted AAA top rating. They noted that 5 governments have lost their AAA rating, and it has taken between 9 to 18 years to recover that rating.
S&P's downgrade on US debt (and by extension, California debt) was the sound of a round being chambered.
