Ain't going to happen.

Portland dominates Salem.

Portland will see to it that NO coal export terminal will be built.

You can't build a coal fired power plant in the state, and the state is working EXTREMELY hard to shut down the one that's currently in operation (PGE Boardman) and trying to get it shut down in five years instead of ten.

I see a repeat of the POTB, the Astoria Line, the Wallowa Union line, the Burns Branch, the W&GR...all lines that the state poured money into, and got nothing out of it. Sorry to be pessimistic, but when it comes to trains the state only cares about one thing, and one thing only:
