This rule which takes effect in October pertains to Passenger Hours of Service which will especially effect the schedules of those working between 8 pm and 4 am.

The rule for freight crews has been in effect for more than a year (10 hours undisturbed, limits on limbo time, limits on monthly hours, etc.) The positive effect of that rule on fatigue will become more apparent when traffic levels return and people begin to regularly reach their monthly 276-hour cap.

It may be helpful to remember that in addition to the industry, BLET and UTU were very active in advising Congress in the drafting of the legislation and with FRA when devising the specifics of the rule.
