While all of that is tuue, also keep in mind that the original RSIA final draft proposal was far more restrictive on undisturbed rest, crew planning, deadheads, so-called "limbo" time (sitting on a tied down train, riding in a van, etc.) than what we actually got from the law makers. By the way, those are the same lawmakers who can't balance our national budget.
Regardless of who had a hand in it, from where I sit little has changed. One of the things that was built in to the final draft copy was a ten-hour call. But that was also taken out, along with a large increase in their new "limbo" time hours so they could still remain as inefficient as ever in getting crews located.
All that griping said, I can attest that where I work, management has done a better job in getting us off trains before 12' is up. Let's see how they do it when the economy picks up.
