IMO properly designed tunnels transversing faults are not a show stopper. The 40 year old BART Berkeley Hills tunnel has held up quite well and tunnel building technology keeps advancing.

I would like to see if the CSHRA proposals are at all similar to the railroad studies made in the 1930s. IIRC only two longish tunnels would be required that daylighted near present day Quail Lake.

Even a conservatively designed 'Tejon Base' tunnel would seem to be well within the state-of-the-art; the Tehachapis are less than a third the height of the Swiss Alps.
