Not enough land in the East Bay for an intermodel hub. Land is more expensive too. NIMBYs don't help either.

Manteca and Lathrop are distribution hubs. A logical place for containers and shipping. That's why there is so much of that type of business there now. Maybe more shuttle trains between the Port of Oakland and Lathrop.

Small container ships to Stockton? I doubt reloading a shallow draft ship is economical. Slower, too.
