Why work the containers twice, once in Oakland and again in Lathrop ??? Double the work means doubling the terminal cost, as well as twice the potential for damage to the load and mis - routing. Also, as a practical fact all ocean containers are " yarded ", either onto a chassis or ground stacked, after being unloaded from the ship. The shipping companies do not want the ship in port any longer than necessary, nor do they want to pay Longshoreman wages for simple sorting. I am not aware of any U.S. port that loads from a ship DIRECTLY onto a rail car.
