What is the legal basis for your claim that a contractor's license is required to paint railroad cars and locomotives?

California Business and Professions Code section 7026 does not mention this activity as one requiring a contractor's license. A license would be required for painting a station or other fixed structure, but rolling stock is not mentioned.

A business license may be required, but CSLIB does not appear to have jurisdiction.
