I agree with SP5103. Thomas the Tank Engine is still was a favorite of little kids, and people taking them to see it there was a great opportunity for them. Was there anywhere else in Califrnia where you could go do that? While there, they dropped hard earned cash, some of which went to paving Broadway, which turned out a lot better than the dirt road that's been there since they moved there in 1958.
Operating equipment is great, but static displays are good, too- but only attractive to the general public if well presented, polished and indoors with air conditioning and restrooms nearby (or so it seems). Both options are expensive!
There are few opportunities on the west coast to get a 'hands on' experience with operating streetcars and trains from the region, and even if it was perfect, there'd still be someone complaining that there's nothing to complain about!
