Gang, the Rail Safety Improvement Act of 2008 (post Chatsworth) included a requirement for FRA to establish a certification program for Conductors. One might conclude that it was in the UTU interst to advocate this requirement.

If this final rule seems vexing, wait until the new FRA employee training requirements come out.
