The previous Edition of the General Code of Operating Rules, (that came out in October 1989 if I remember correctly) was written in an 18th GRADE reading level.
I'm not going to debate about reading levels, but the re-write did get rid of a lot of run-on sentences, poor pronoun references, unlear antecedents, etc. The old rule books weren't paragons of English usage.
As for the conductor certification, that's been a work in progress for about 15 years.
