'tis true, 'tis true . . . in California, the PUC has indicated whistling at ALL private crossings (even those unmarked dirt road crossings so popular in the Central Valley). This is the one big "gotcha" on the ruleroad so you better know the territory (and I don't mean like the Music Man) or you get an FTX failure at the end of your trip when you go to tie-up. Three FTX "dings" and you get invited to a session with the white hats to discuss your problem of not blowing for the crossings. Even conductors can get "dinged." Wanna know why? Because there is also a horn button on the conductor's console to be used when the engineer's button doesn't work (or he "forgets"). GCOR? No where in the GCOR does it specify only the engineer must blow the horn. How do I know? Been there, done that and signed for thirty days Level "S." Now, where is that local chairman . . .
