There is a related plan to get Sounder and Amtrak (all passenger trains thru Tacoma) off the tracks around Point Defiance and onto the former NP Prairie Line. This requires construction of a connection between the old MILW line and the Prairie line. More on this project here:

Getting the passenger trains off the Point Defiance line will have a side benefit of clearing that line for more UP and BNSF freight.
