So how many "roof projects" have been done? More than once, I see. And each roof section has cost millions of dollars each, and a few years later there's another "roof replacement" project. So what if "different sections of the roof were replaced each time"...the public message is that the roof is getting replaced...and replaced, and replaced.
And, since you brought it up: why were passenger rail/public transport - TAXDOLLARS - used to re-roof a non-public, non-railroad building (the Annex Building)? If anything that stokes the fire for the feeling of wasted tax dollars - enriching a private organization in the guise of "improving passenger rail service" but in reality it does not do one bit for rail service (or even public transportation at all!) nor for the daily users of Union Station.
