I think his point is the fact that the "slow" order was for 60 MPH. The term slow order is for some reason associated with 10 MPH or 25 MPH, but 60 MPH. However, slow orders for high speeds are common. I can remember the Southwest Chief in New Mexico getting 75 MPH slow orders for a couple of work locations...the freight crews never go above 70, so it was meaningless to them, but important to Amtrak as the maximum authorized speed was 90 MPH. A slow order can be ANY speed slower than the maximum authorized speed at that location.
