Hulcher is one of the contract "oops" clean up companies. Since most railroads don't keep the derailment crews and equipment, "big hooks" and such easily available anymore; this work gets contracted out. These companies are highway mobile and can many times get to a site quicker than moving everything by rail. Besides, the railroad does not have to keep these folks on the payroll and the same goes for the equipment that would get (hopefully) very limited use. Besides the only way a railroad knows how to save money is cut jobs, it seems. ANDY
