North Coast Railroad Authority

CONTRACTOR REGISTRATION/EXPRESSION OF INTEREST

The North Coast Railroad Authority (NCRA), a State of California chartered agency
responsible for the operation of the Northwestern Pacific Railroad between Eureka and
Lombard, will solicit bids in August and September, 2007 for the repair and restoration of
62 miles of rail line between Lombard and Windsor, California. Work will involve spot tie
renewal, surfacing, ditch and culvert cleaning, track and structure repair, restoration of
sub-grade in the vicinity of Schellville, CA, selected repairs to timber bridges,
improvements to grade crossing surfaces, and other related work to restore freight
service by April, 2008.
Contractors interested in being considered on the NCRA solicitation lists are required to
submit a description of their capabilities including:
1. Principal place of business and branch location(s) that would be used to support
this work in the San Francisco Bay area;
2. Description of up to ten projects which are similar in scope commenced or
completed in the past five years;
3. A listing of owned and leased track maintenance machinery and construction
vehicles and the location where they are assigned or stored;
4. Description of the firm’s corporate safety program;
5. Description of the firm’s organizational information and place of incorporation,
listing of firm principals and their contact information, applicable business
licenses, number of full-time employees, website where additional information
may be obtained, and any other relevant qualifying information;
6. Identification of a person to be the single point of contact for receiving further
information on this project.
Information shall be electronically submitted in PDF format to Mr. Dave Anderson, NCRA
Program Manager at danderson@arcrail.com. Submissions shall be limited to no more
than three individual PDF files with all the filenames starting with the same keywords/
initials commonly used to identify the firm. Only firms that have pre-registered with
NCRA and have adequate plant and personnel with prior experience with the type of
work in any given IFB may receive Contract Documents, Technical Specifications, and
Bid Documents.
Response to this notice is one of several methods NCRA will use to identify qualified
firms and suppliers to participate in this project.
