Unfortunately, Tom Umberg only stepped down as Chairman. but this too is because of the resignation of one of Arnold's lame ducks on January 3.

So technically, the management wasn't "forced out", but Brown's appointee's clearly have major cognitive dissonance with the nonsense and mismanagement they've walked into, and while still defending the overall program, now would now have the votes to "clean house".
