New Jail / Waste Transfer Station on CdA Branch?

Sounds like there's a new twist in the plan to build a waste transfer station on the Coeur d'alene Branch at Hauser Junction. Kootenai County is proposing building a jail as part of the facility (existing county jail is overcrowded) and using prisoners to sort recylables. This first leaked out in August, and hasn't officially been put to public scrutiny, but tonight at the Post Falls Public Library sheriff Rocky Watson will be doing his best to answer questions. Last I heard, this facility would be shipping out solid waste in containers to the Rabanco landfill near Roosevelt, Washington. After the recent made-for-TV drama of Mr. Hsu running from the law on Amtrak, any chances we'll see petty crooks trying to hop the trash train? The site is zoned industrial and already has a small lumber mill, an asphalt plant, and an aluminum recycling plant, all of which are served by BNSF's Coeur d'Alene Local.
