Stranger still is this bald faced idea to make that money off someone elses investment, rather than your own. Of course you got to Kiss Up to the ODOT! He who's got the gold - makes the rules (The Golden Rule). Or how about the old saw that says the customer is always right - you deserve what you pay for. ...... blah blah blah.
The state subsidizes short lines to keep them running, for the public benefit - not to help them make money. Along the way to serving that goal, they are free to make an adequate return only on their own investment, if there was any.
So did the ODOT get what it paid for here - apparently not!
