If there's almost no traffic why does Union Pacific object to revived Coast Daylight, Overnight SF Bay Area to LA and more trains between Salinas and SF?

Are they worried that more passenger trains would make it harder to accomodate future freight traffic or would it cost lots of money for upgrades (sidings, signals etc)?
