Stashing a corpse in a stored covered hopper

For a new mystery novel, I'm thinking about opening with a covered hopper being pulled out of a remote siding in the boonies where it had been stored for 18 months or so, and the car being hosed out . . . and human bones dropping out of the hopper.
Questions:
1. When hopper cars are stored for the long term, are their hatches secured in some way so vandals don't drop stuff into the cars? If so, how? How difficult would it be for a murderer to break through the security?
2. How are hoppers (I'm thinking in particular of grain hoppers) cleaned before reuse?
