Tehachapi visit

A friend and I made a quick visit to Tehachapi last Wednesday through Friday and encountered some wonderful weather. It has finally greened up and I swear the grass grew six inches while we were there. Even with all the trespassing restriction it is still a great place for pix. We were reasonably prudent and encountered no hassles. Can anyone explain why the hill south of the loop remains open to the public? Is it public land or is a private landowner simply being friendly.
