So it sounds like theres many factors then. I didnt think too many steam engines used air for their whistles though. Pretty sure the Cab Forwards didnt. I know also that the later Cab Forwards didnt have a pull-cord for the whistle. It was either "on" or "off". Depends on how much pressure was going through it when it was on to give it a much higher tone than the other SP locomotives that used the same whistle type.
