Technically the builders of the waterway would have been requiured to build a multi-million dollar railroad bridge. However it was much cheaper to arrange for WP, owner of SN, to get trackage rights on SP.
The line that was abandoned had little future value to WP. Industrial defelopment was unlikely. The railroad was paying property tax on the line.
WP wanted to maintain access to the future deep water port on the Sacramento River that was part of the Solano County master plan. Access to the former SN line from SP at Canon provided that.
Today most of the SN right of way from Canon all the way to the river belongs to the Western Railway Museum.
