Although I have no personal knowledge of this (wrong railroad), I'm told that BNSF and the Port of Oakland have been in discussions to have a switching contractor replace BNSF as the switching entity at the Oakland International Gateway. BNSF would still run trains in and out of there, but would no longer be responsible for the switching.
