My thought would be that if the State of Washington actually did come up with money to increase the Stampede Tunnel clearances, BNSF would figure out a way to run something more than currently, even with 2.2% grades. Who knows, BNSF might hold out for enough money to upgrade the signalling on the line to increase track speeds so they can shift the Empire Builder off Stevens Pass.
