Google Earth has what appears to be the same image in their Historical Imagery overlays...matter of fact, they have 1938 coverage of almost the entire city, unfortunately ending just north of Bayshore Yard.

Fascinating to spend hours scrolling through the city, then using the sliding bar to zoom back and forth between 1938 and today...amazing seeing things like Candlestick Park, ocean freighters tied up in what is now McCovey Cove, the State Belt roundhouse back when it was a roundhouse, what must have been a very gritty waterfront, railcars everywhere around Fisherman's Wharf...amazing.
