I don't believe the line has been "abandoned" which could trigger the "Rails to Trails" provision. Service has been "discontinued" which leaves things in limbo until either a customer demands rail service or salvage activities begin. Nevada Northern and the north end of the old NWP are in a similar status - no service and no authority to abandon.
