Microsft Train Simulator versions of all of that equipment are available - for free! Also better models of the cab-forwards and CZ as payware. NWP (North Coast era) territory from Willits to Eureka is available, also for free. Feather River Cyn line from Oroville to Portola is available as payware. So your virtual railroader can already do a good bit of your second (not SN) fantasy.

Unfortunately, N. Calif. hasn't been as extensively modeled as S. Calif. (especially AT/BNSF lines) in MSTS/Open Rails, though there are a couple of spots available (2 mentioned above). Also unfortunately, no RRs ever went to Lassen Park; that would have to be a true fantasy line (be my guest!).
