I think you are correct on this one Arlen--no way it can ever break even. The end result will probably be a salvage operation on the rails and ties. There is a lot of local opposition in Wallowa County to the idea of a trail. I think lots of people up there favor letting the right-of-way revert to the adjacent property owners.
