I haven't ever seen the NTSB recommend a slower speed limit unless the speed is ridiculously faster than it should be and was a major factor in the incident. The driver was going an estimated 58mph, so he wasn't speeding and speed wasn't a factor in this crash. This is Navada, you could see the train coming with plenty of time to stop. Recommending a slower speed limit would just be a ridiculous unneeded slow down.
