Amtrak does not use the West Valley line in order to have the Starlight serve Sacramento. When the Starlight was first inaugurated by Amtrak it did use the West Valley with a bus connection from Sacramento to Davis. The planners at Amtrak believed they could increase passenger loadings by serving Sacramento directly. The cost in overall running time is offset by paying passengers.
