Both the Capitols and San Joaquins have operated with the locomotive on the west end for years because that's the way the fuel racks and inspection tracks are set up in the West Oak Passenger yard, which was new in 2004/2005. If the locomotives need to be on the east end at Sac for fueling, it's another case of bureaucratic and developer planning ahead with eyes wide shut.
