I can testify to the truth of BOB2's post! Worked for a year as a Retired Annuitant at Caltrans. Easy money, and I worked on MY terms, when I wanted and only on what I wanted to do. It's true that State government is gradually imploding. There's a push to outsource critical work, while at the same time holding onto bloated units that have little or no meaningful work to do. This raises costs and cries for cutbacks in staff, which are never applied where they need to be due to Union meddling. So, in the end the taxpayer gets screwed without even knowing why. Are there solutions? Sure there are, but nobody is listening.
