Yea, I saw the final plans about 4-5 years ago, right before construction started. The bureaucraps allowed the developer to paint the Capitol operation into a corner, extrication from which is going to take a LOT more money. But that's [Milton] Freidmanomics at its best, sucking public monies into private hands.
